Census question

in the 1901 census for County Dublin the heading for my family of interest says "Residents of a house 5 in . . . " and in the 1911 census for County Galway the same heading says "Residents of a house 40 in . . . . "

What does that mean? "Residents of a house"? Is that an address? Or simply the 5th or the 40th household that was enumerated in that town?
