Marj,if you go by Griffiths Valuation which was taken between 1848-1864 you get the following breakdowns for the name Francis;

co Galway 59 concentrated in parishes Oranmore and St Nicholas 4 of the 59 are Williams

co Clare 19 concentrated in parish of Drumcreehy but no William in Clare

co Kerry 13 various parishes no William

co Wexford 10 various parishes 2 Williams

co Down 8 various parishes 1 William

co Cork 6 various parishes 1 William

co Dublin 6 various parishes 1 William

co Monaghan 6 various parishes no William

co Antrim 5 various parishes 2 Williams

co Armagh 4 various parishes no William

co Westmeath 4 various parishes no William

the following each have 1 Francis listed and none of them have a William;
co Louth
co Longford
co Offaly
co Kilkenny
co Sligo
co Donegal
co Cavan
co Wicklow

I'd say start with co Galway as the most Francises are there and there are 4 Williams.Hope this helps,Kim
