How were townlands layed out? Was it more from ownership then a political distinction like here in the US?

I am having a hard time finding a good map of Easky parish...I finally found the one I think goes with the Griffiths. However,it talks about numbers on the map, none are on the map I found. It seems like a couple townlands are adjacent so I would guess they maybe related persons.

I have a lingering worry that there may have been a reason why the family was tight lipped about their past in Ireland. A cousin even joked about "finding a horse thief or murderer"....yikes!
