Have you checked the National Archives for criminal proceedings?
The title Baron is interesting, can you track who wasreferred to as a Baron in the U.K at that time?
He was probably the local magistrate as well!
He would have been local to be wandering past the front gates in the evening, especially so young.
The House of Lords has some records online but you would need to know the location.
TheLibrary of Congress has the American Weekly Mercury (Philadelphia 1719-1749) do you know when your fella died?Have you found his obit? How did he end up in Wilmington to marry?
You might check your local reference library to see if they have the microfilm.
I think to get anywhere you have to put yourself in 1719 and find what sort of documents would record a tailor's activities (advertisement/rentals) or travels.
