I searched the Irish Family History Foundation's database. It contains 12,000,000 surviving rcds for abt 65% of Irish counties. Rcds B4 1840 are increasingly sparse, B4 1800 rare.
For Michael Garland B 1875 +/- 4 yrs in all Ireland, I found 2 B rcds: 1875 Kildare and 1875 Louth.
For the children, I found 0 rcds for their names and DOB within a relevant range.
Since you have a possible Dublin connection, it may be that their rcds exist, but haven't been digitized yet. You have three courses of action: 1) Contact the General Register Office at http://www.groireland.iehttp://www.groireland.ie. 2) Visit an LDS Family History Library, or 3) Contact the appropriate religious body for the City of Dublin.
Google the Foundation's name to lead you to this database. Register, opt to be notified as rcds are added and browse. Pls post your search results to my genforum msg.
