I searched the Irish Family History Foundation's database. It contains 11,500,000 surviving rcds for abt 60% of Irish counties. Rcds B4 1840 are sparse.
For Charles O'Hagan (+variants) B 1835-1845 in "all Ireland," I found 8 B rcds. One of these MAY be for your ancestor. The odds are abt 50:50.
The term "Irish Free State" indicates this ancestor vehemently supported Irish independence from Britan. This was an almost universally held view among Gaelic Irish and Irish-Americans until 1922. It was not popular among the Scots-Irish in the Province of Ulster or their American descendants.
Google the Foundation's name to lead you to the database.
