Your data is fuzzy.BMD records before 1830 are increasingly sparse.The Whalens are concentrated in Kilkenny.Best I can do is give you a general search method.
The IFHF is creating a BMD database for all Ireland.It is 1/3 to 1/2 complete.This org. charges a 10 euro fee for EACH detailed record; therefore, guessing gets expensive.Records for all counties you mentioned, except Wexford and Waterford, are online.You may want to wait until this database is complete.
Go to http://brsgenealogy.com/http://brsgenealogy.com/, register, then search the database for marriages first.Assume they were married in Ireland as a working hypothesis until proven otherwise.There may be several hits.Narrow your search by using the Parish names to subdivide the possible hits before you start paying the fee(s).
