The date of his existence makes it very hard as the Irish had been denied all rights for over a hundred years and over the centuries many manuscripts containinggenealogies and history were destroyed but you could certainly begin your search inCo. Down through Http:www.genuki.Org.Uk/big/irl/downhttp://www.ireland.com/ancestorhttp://www.ireland.com/ancestorhttp://www.Seanruad.comhttp://www.Seanruad.com (County townland search site)
http:/www.genealogical.com.item detail.cfm.id=7275 (Source records) or = 426 (For family Associations) http:/worldconnect.rootsweb.com.
This would enable you to gain further expirience at searching for Moores in Co. Down or you could contact the Heritage Association for Co. Down through a Link from one of those websites who would assist for a fee. There may also be a Family "Moore" site on Genforum as the Moores are certainly prolific as the name was use by many others but in your case you have a specific Countyand a date to go on.
