I searched the Irish Family History Foundation's database. It contains 12,000,000 surviving rcds for abt 65% or Irish counties. Rcds B4 1840 are sparse.
For William McGarvey, I can't find any B rcds in Meath. There are 11 rcds for this name in other parts of Ireland.
Suggest you search William's tombstone for his birth date, or find an obit. If you could find Elizabeth's maiden name and whether she was born/married in Ireland would also help.
