Marriage age in Ireland c1858

Hello, my great-great-grandmother was a Margaret Riley b. Co Mayo to James and Bridget Riley (m.s. Joyce) around 1838. Margaret Riley married a John Coleman (or Colman), also originally from Co Mayo, in Perth Scotland (where I am) in 1858 and declared her age as 20 but later census returns cast doubt on this i.e. she may have been a few years younger than 20. My question is: what was the legal age for marriage in Ireland at that time? My mother reckons they may have run away from Ireland to get married where they could get away with misrepresenting her age. How plausible does this sound?
