I searched the Irish Family History Foundation's database for Louth.

For the surname Hughes (+variants) between 1700 and 1921, I found 1,510 B and 580 M rcds. For the forename Thomas (+variants), in the same range, I found 73 B and 31 M rcds.

When you have more definitive info, google the Foundation's name to lead you to the database.
