I searched the Irish Family History Foundation's database. It contains 11,500,000 surviving rcds for abt 60% of Irish counties. Co. Longford's rcds are in it. ALL Irish rcds B4 1840 are sparse. There are NO notes for Longford rcds which indicate that more rcds will be added.
For Patrick O'Farrell (+variants) B 1793 +/- 4 yrs, 1 found 2 B rcds: 1 in 1789, the other 1790: both in Granard parish. Granard is the only parish of 18 for which rcds were kept, or have survived. Therefore, there is a HIGH probability (90%+) that YOUR ancestor's B rcd doesn't exist. One of the two MAY be for your ancestor. You will have to view a detailed rcd to see if the details such as exact DOB, placename, parents' names, etc, match your info to validate it.
Google the Foundation's name to lead you to this database. It is a powerful tool. The birth rcd USUALLY lists the names of the parents; however, rcd keeping at this early date generally was haphazard and sloppy. Your early date implies you are skirting the edge of rcd'd history.
