W.H.Vance-Camp-WOW-Tundra, TX

I have a photo of a group of men in uniforms that have "W O W" on their coats. The "banner" above them says W.H. Vance Camp Tundra,Tex. The emblem on the banner is a tree stump with an ax buried into it. In front of the men, there is a real stump with a real ax buried in it. Two of the men have darker uniforms and their caps have the letters CC on them. Two men have long "robes", one white and the other (can't tell). there is a drum sitting in front of the group. Each man in the back row is carrying an ax (like one would carry a rifle). Can anyone solve this mystery for me? I can't find a Tundra TX now.
