O.H.P. is fairly common (Oliver Hazard Perry)lots of guys named after him in the 1800's.... C.H.O.P. could be Commodore Oliver Hazard Perry, but these seem to be in slightly the wrong order.

And this is pure speculation on my part of course <grin>, but I was working on a guy named after him a couple days ago and just noticed your posting.
