That is an interesting puzzle, and unfortunately I don't know who the mystery Sam Stevens is (or why his tombstone does not appear to be in Locust Grove). There were at least five different Sampson Stevenses in my family which lived in the Union/Wayne county area in the 1800s to early 1900s, some of which used the name "Samuel" interchangeably, but none of them died in 1881 and none were buried in Locust Grover (two were in Elkhorn, one was in Crown Hill, one was in the Stevens family cemetery, and one moved to Decatur County).
