You can try the county clerk for Vermillion Co, In. I don't know if births were always recorded that early. My mother was born in Fountain Co, next door, and they don't have her birth record. Sometimes, they just didn't get recorded especially if a midwife delivered the baby. I think that is what happened in my case. Vermilion Co, Il has births back to the 1880s. I have received several from there. They charge $10 for any record though.
