I might have found a clue.
Martha M. Newton married Albert Pratt 25 Nov 1855, in Dekora, Columbia , Wisconsin. His birth place is shown as New York. I did not find a birth place for her, but her father is listed as Henry Neff and her mother as Amanda Neff.
The 1860 Wisconsin census shows Albert and Martha Pratt. There is a son listed as Isaac Pratt, age 10.Often in a remarriage the enumerator did not list the correct surname for a step child. The given name Isaac was often used when the surname was Newton.Could William James have had 3 given names?
In this 1860 census Martha is shown as age 32, and her birth place as Ohio.I found Albert Pratt still in Wisconsin in 1870 but I did not find Martha or the Isaac shown in 1860, although there are still a couple of the younger children shown.
