I couldn't find a Philip Webber in Tippecanoe in the 1840 census. But a Philip Webber in that location in a later census shows he was born c1817 in Kentucky. Maybe this Philip Webber wasn't in Indiana by 1840. When was his estimated year of birth? I have no connection to this family line, I just happend across your census request.
