Couldn't find much more on Frank - he's tough to trace. The best thing would be to get his death record to see who his parents are, or perhaps the marriage record from Indiana would give that info. Clyde is found in CA in 1920 and 1930 and in those censuses he says his father was born in OH but I couldn't find a good match that way either.
I just found this:

Wm. Riggs married 28 farmer MO VA VA
Isabel Riggs married 25 keeping house MO MO VA
No kids listed, but even though the ages are off, it could be them. They could have left the children with relatives while they established a farm? I can't find Zella or Alma anywhere.
