I don't know a thing about your William H. Brown, specifically, but I have Leeper connections in Bryant, Jay Co. Indiana. These same Leepers had connections to Browns, just across the state line, in Darke Co. Ohio. If I were you, that is where I'd be investigating. Here is a link to a Brown family tree; I didn't find any that looked like yours, but it may be helpful as a start. The guy who made this site gave me invaluable info & his site might give you some lead on the Browns of that general area.
