At least in the 1880s to 1900s age 16 was considered "of age" that the immigrant of that age was employable and could travel alone.Typically anyone younger than that traveling without a parent would often times be subject to a "Special Inquiry" to make certain they were not being "left at America's doorstep" by parents who hoped someone would take them in and raise them.In all the cases of children arriving in those later years would either be traveling with family or a friend of the family.
