As for the date and his age, this data has become the victim of Ancestry's slopppy quality control. There is no way that this Alien Laborer's Identification Card was issued in 1911.
The authority to admit these laborers was a Department of Labor, Immigration Service directive issued on July 12, 1918. It would appear that the date actually stamped on the card is December 30, 1919. Also, there is no reason to believe that this was his first entry into the US. As a contract laborer for the Atchison, Topeka and Santa Fe, he may have entered the county other times at other places with records that have either not been archived or not available online.
