Did you notice there is a ship manifest from Oct 23 1922, which lists Bella age 29, Christina age 5 and James age 2 destination to Husband/Father Edward MILNE residing at 607 Ocean Park Ave, Bradley Beach NJ?Except their names are crossed out which means they did not sail on that ship, which was The Tuscania our to the Port of Glasgow, Scotland arriving at the Port of New York, New York
They in fact arrive aboard the Cameronia 27 Mar 1923 Destination to Edward at the same address as listed above

And here is a partial answer to your question about Citizenship.On the 1922 Manifest there are markings over the Occupation column, which were written there Sept 25, 1937.The other numbers there are 2, which was the INS District in 1937 (it was New York, NY Southern NY) the other series of numbers are those of the Certificate of Arrival, 530749.The COA was issued as proof that he in fact had been in the US long enough to become a US Citizen.
I could not find any Naturalization record, but is only because I don't seem to have access to records 1937 However you may check the web page below as I think your Edward's birth record and parents may be listed there!
