If they were naturalized after 1906, when the Federal Government took over responsibility for all naturalizations, the National Archives would have them.From the estimated arrival you give, though, they were probably naturalized before that.(One could become a naturalized citizen after living in the U.S. for 5 years, and many did that.)The process was handled locally, and it was done differently depending on the local.Often it was done by county courts and the records remain there.
You might try posting on the Ohio board to see whether anyone can provide some guidance.Otherwise, I have heard Christine Schaefer's Guide to Naturalization Records of the United States mentioned as a good source (Baltimore, MD: Genealogical Publishing Co., Inc., 1997).
BTW, Baltimore is another possibility as an entry port.
