I am not quite sure what your questions have to do with the Green Card, formally known as an Alien Registration Receipt Card. The first green cards were Form AR-3, issued as a result of the Alien Registration Act of 1940. ============================= As for your questions: 1. July 1, 1924, was the effective date of the Immigration Act of 1924. That law required all arriving immigrants to present a visa when applying for admission. Immigrants applied for the visas at U.S. Embassies and Consulates abroad, and the State Department issued visa documents to approved immigrants before they departed for the United States. 2. I am not sure that the embassies or consulates ever took pictures. To what document would the photo have been attached? 3. There are many archival photos in the National Archives. I presume you are looking for photos relating to immigration and/or naturalization. However, the most likely source for a particular immigrant's photo would be 3 sets of files housed within the US Customs and Immigration Service: - Naturalization Certificate Files (C-files) from September 27, 1906 to April 1, 1956. C-Files dating from 1929 onward include photographs. - Visa files from July 1, 1924 to March 31, 1944 - Alien Files (A-files) numbered below 8 million (A8000000) and documents therein dated prior to May 1, 1951 These are available under the FOIA and the USCIS Genealogy Program.
