See if any of this information fits. Using the clues you provided, that Richard Garrett was born in Virginia and married Juliet from Kentucky, I looked at the 1880 census for the family. There it shows that their older children were also born in Kentucky -

From that, I looked back to the 1850 census to try to find a Richard Garrett born in Virginia about 1830. I found the following:

Wm. H. W. Luke, 43 M Farmer $1000 VA
Elizabeth Luke, 42 F VA
Richard F. Garrett, 20 M Laborer VA
Wm. L. Garrett, 18 M Laborer VA
Alexander C Luke, 16 M Laborer VA
Wm. H. W. Luke, 7 M KY
Martha J. Luke, 7 F KY
Mariah Luke, 5 F KY
John L. Luke, 1 M KY

This family had all the markings of having been a second marriage for both husband and wife. If Richard had been merely a hired hand, or otherwise unrelated, he would have normally been listed after all the other members of the family. It would seem from this that his mother was Elizabeth, and her first husband, Mr. Garrett, died between 1832 (birth of William Garrett) and before the birth of William and Martha Luke about 1843. William had also been married, had a son named Alexander, whose mother was probably also deceased.

From these clues, I checked the LDS website to see if they might have anything that fit these clues. They did.

Burial: 1832 Sc

Parents:
Father: Edward GARRETT
Mother: Rebecca

1. William Lumpkin GARRETT
Born: 23 Jan 1833 Place: Gloucester County, Va
Died: 17 Jan 1912 Place: Nevada, Vrnn, Mo
Buried: 18 Jan 1912 Place: Milo, Vrnn, Mo
2. Richard Franklin GARRETT
Born: 26 Nov 1830 Place: Gloucester, King-Queen, Va

Then, Elizabeth's second marriage:

Husband's Name
William H. LUKE
Born: Abt. 1804 Place: <Gloucester, King-Queen, Va>

Not much in the way of detail on William, at least in this file. You can search further at: http://www.familysearch.org/Eng/Search/frameset_search.asp

They list the address of a submitter, but there is no way of knowing if the address is current. I would suspect that they are descended from Richard's brother William, as they seemed to have more complete information on him.

I know some Meeker's from North Henderson. I mentioned the names you gave, and they thought they sounded familiar. I don't know if they have any further information. If you had any specific questions, I could pass them along for you and see if they have the answers.
