According to the Illinois Pusblic Domain Land website, Isaac Oakes used his warrant to buy 160 acres of land in the NE quarter of Section 27, Township 3 South, Range 8 West which is located in Adams County, IL on January 1, 1819:

I have tried searching the IL State censuses for 1820-25 but cannot find Isaac Oakes living in IL (or at least not listed as head of household). I cannot find him in the Federal Census for 1830-1840. In 1850 there is a man by the name of Jacob Oaks listed as age 68, born New Jersey, pauper, living in the "City Hospital" in Ellington, Adams County, IL.

I see that you have also posted this information on the Oakes genforum. Are you trying to locate a descendant of Mr. Oakes?

What do you want to do with this deed? Are you trying to reconnect it Isaac's family, or just trying to find it a home? You might contact the IL State Historical Library (which is now renamed the Abraham Lincoln Library), or the Quincy Public Library (Quincy being the county seat of Adams County) to see if they are interested in housing it should you wish to donate it.
