in the 1930 census, Chester IL:
Lloyd Downard 27 prisoner, but says he was b. in Ohio
It's a possible...and they lied about where he was??His age is off also.

In 1930 Green Bay, Lee Co. Iowa:
William Downard 48 farm laborer
Edith 39
Clarence 19
Eugene 15
Charlott 11
Paul 9 (Paul was a USCG casualty in WWII)
Dale 5
Dean 2 6/12
Richard 1 6/12
(they left IL for some reason??)

Edith C. Downard appears in Polk Directory, Canton IL 1941-1949

Arlene (Lloyd's wife?) appears in the 1946 St. Louis MO Dir.
at 508 Wachtel Ave. No other Downard with her.

Since your Lloyd R. does not appear in SS death indexes it might mean he did die prior to the SS era.
I don't believe the one in Pheonix is yours as his name appears today as a Business owner/manager there. He couldn't possibly still be living??
That's about all I can find except Lloyd Downard, b. 1935ish appears in MO, Jefferson along with Rita E., L. Downard, and Sandra S. Downard on Intelius search.
