William E. could stand for William Elbert Long (aka William Albert Long). William S. Long could have been a mistake or he carried two middle names (aka William Albert Simson Long). The bother-in-law of the father in the household had the surname of Simson. In 1900 & 1910 Nez Pearce County, ID, Wm. Long already was owner of land. Have you checked for any homestead papers? Deeds? Mortgage papers? Last Will and Testament? What was his religious denomination? Was their a church, mission, circuit-riding districtt of the Lapwai area for a clergyman to note christening records for his children and perhaps the father's place of birth (other than just "Illinois")? Was there a Marriage License Application (different from a Marriage Certificate) filled out which give more details of and from the marrying couple? It would have to be an extensive search of course.
