Cook County can't find Dad's birth certificate

Can anyone help me? My father was born in 1916 and died in 1994. I need his birth certificate for legal reasons.

I have a baptismal certificate but this will probably not be accepted. I have requested Dad's SS-5 form, so that I can see how he proved his birth for Social Security.

I'm hoping that either 1) he filed a delayed certificate (but if so, why can't Cook County find it?) or 2) that he wasn't born in Cook County but elsewhere (though he always said he was born at home, which we always assumed was in Chicago nearby Our Lady of Pompeii, where he was baptized).

I have ordered the index for Cook County delayed certificates from LDS. Does anyone have any other ideas as to how I can find his birth certificate.

Are Chicago certificates filed separately other parts of Cook County? Are delayed certificates files separately from others, e.g. by the year they were filed?
