We have subscriptions to a couple of Historic Newspapers Electronic Archives and thought that finding information on the shooting would be a "piece o' cake".
Because the names of the folks are misspelled (Kuncl is Kunzl, and Capell is Capall and Copall, it took a little longer than we anticipated.
The 4/27/1920 Chicago Tribune reports the shooting took place much as you described. The only thing to note is that Kuncl said he identified himself before the shooting. There was an eyewitness, Miss Laura Neher of Lyons. She reported she did not see Kuncl reach for a weapon. Cappell was arrested and bound over for trial. We did not find a report on the trial.

Orland Phillip Tidd
Orland was born most likely in Hopewell, Mercer, NJ to John S. and Mary Ann TIDD
He became a Chicago Policeman about 1896. In 1908, he was stationed at the Kenningston Station and attended a "Stag" party for his boss. He was called to testify in a prosecution of the salon owner for allowing indecent performances by some ladies.
In June of 1919 Orlando was named to be River Forest Police's Chief (and only Officer).
July 10, 1919 Riverside offered Orlando an extra $1,000. Orlando moved from River Forest to Riverside. Said he had cleaned up River Forest. Must have been a hell of a cop. Cleaned up the town in under a month.
On Sept 20, 1920, Tidd was fired as Police Chief of Riverside for buying a round for everybody at the Silver Leaf Park Saloon at Lyons (this was during prohibition) . There was also a comment that it cost $50 to be a cop in Riverside. The proceeds were to have gone to Chief Tidd.
The 1900, 1910, and 1920 Census shows Orlando as a policeman. In the 1920 census, he is listed as a police chief.
In 1930 Orlando is living in Christine, Atascosa, Texas and working as a policeman.
He dies in Manatee Co., Florida in 1943.

We enjoyed reading the Chicago Tribune. As it turns out that in the small towns like River Forest, the police were not directly employed by the city. They were private security contractors that worked on a commission basis. The more you collected, the more you earned. Sometimes the fine was handed out on the spot, sometimes the Cops took you to the JP. The JP was also on a commission basis and shared with the cops. The system was extremely corrupt.
