Starks in Lake County 1860's

I'm trying to find any information on Starks that lived in Lake county around Dec.29,1864. My grandfather was born there at that date, assuming the reason my great grandparents went there was because they had relatives in that area. My ggrandfather had been a POW at Camp Chase in Ohio and when he signed his release from prison he stated he'd stay in the loyal states till after the war. My ggrandparents, Adam and Hannah Starks and son Samuel Galloway Starks, born in Illinois and their daughter Nellie born in Missouri was back in WV for the 1870 census.
