I have distant relatives buried in the Crawford Cemetery. I do not know who does the upkeep but it is well taken care of - possibly a cemetery assoication. You mention that there were flowers on the grave. This might be something the assoication does for people that served in various wars. I know at one cemetery in southern Illinois on Memorial Day they place small flags on all servicemens graves.
