I realize your post is nearly five years old so don't know if this will be of any help to you but wanted to mention that I recently obtained a copy of my great grandparents marriage certificate. They were married in Boone County in the mid 1800's and the certificate was obtained at no charge and within a week by writing to the following address and requesting this information:

IRAD Depository
Regional History Center
Founders Memorial Library
Room 400
Northern Illinois University
DeKalb, IL 60115
