The only thing I can give you is a census record from 1930 and the possibility that this is his family:

1930/ID/Bannock/Grace/ED45/page not given
Fowler, Frank/head/38/marr@22/ID ENG ENG
Fowler, Vera/wife/31/marr@20/ID UT UT
Fowler, Raymond/son/14/ID
Fowler, Ida/dau/9/ID
Fowler, Leah/dau/4/ID
Fowler, Floyd/son/??ID
Rich, Lenard/stepson/18/ID UT US
Rich, Thomas/stepson/16/ID UT US
Rich, Mary/stepdau/10/ID UT US

I found a Thomas Rich who was born in 1913 in the social security death index - he died in Aug of 1964 in Idaho - no address given. He could be Leonard's brother. Depending on how serious you get about tracking family down, if you found his place of death somehow and actual date of death you could get his obituary and find out who the survivors are. Just a thought.
Nancy
