Prison in Idaho

The family story about my gg uncle has it that he shot his brother and spent time in prison. As he was born and died in NC, I was surprised to see him listed as registering for the WWI draft in Shoshone, Idaho. I am wondering if he was in prison when he registered for the draft as I understand that all men, including prisoners, were required to register.
Does anyone know of a prison in or near Shoshone? This would have been in 1917. I would appreciate any help.
