Not sure if this will help. But through Iowa census I've found Frank's mother, sister and brother.

Mother, Lou, Lucy, Lucie, Lusira, married to Andrew C Christensen, abt 1892 in Iowa, living in Ruthven, Palo Alto County, IA. She was born Nov 1856, in Illinois, and had last name Pauers or Powers. According to later census her father was born KY, her mother IL or England. 1910 census shows Lucy came to US in 1873. Perhaps she lived in Canada for a time.

Brother, Clarence A Parks, b. Jan 1885 in Wyoming, also went to Minnesota

Sister, Nina Beatrice, b. Jun 1887 or 1891 in Kansas.

Brother and sister's 1900 census indicate their father, Chas Parks, was born in Canada.

1895 Iowa State Census has Frank, 15, b. KS and Clarence, 10, b. WY, Parks living in Meadow township, Clay County, Iowa. Where Andrew, 32, b. Den, Lusia, 34, b. IL and Iva, 2 , Christensen are living.

Online IGI has Guy Francis Parks born Dec 15, 1879, Stockton, Rooks, Kansas son of Charles Parks and Lucira Powers

1880 census Stockton, Rooks, KS
Parkes, C B, clerk, 26, Canada, NY, unreadible
Lucy, wife, 23, keeping house, IL NY IL
Francis, son, 5 mo, b. Jan 1880, KS Can IL

1900 and 1910 census have a Charles B Parks, married but w/o wife in 1900 and widowed in 1910 living in Fremont County, Wyoming. 1900 has his birth May 1855, b. NY, 1910 has his age 61, b. NY

This may be where Clarence was born. Parents may have separated there.
