I have to admit that I found that 1920 census after I posted my response to you and it is certainly apparent that Irene is a sister, but where is she in 1880?? I searched by first name only in NE and also under Wood and Woods but could not locate her. Being only 13 at the time she wouldn't have married so she is either living elsewhere or was missed by the enumerator.
Have you tried locating Irene's death certficate? That may contain more information. Since she is in her 60's in OK in 1930 she probably died there and she would be less likely to "fudge" information.
BTW, Irene and Allen are in Dewey Co, OK in 1910 under the name of Bathsworth.
