Walter L. Waugh-Indian Trader 1860

Hi,

There is a Walter L Waugh listed in Fremont County, Madison TWP on the 1860 census and his occupation is shown as "Indian Trader".
I need to know what tribe he was licensed to trade with and whether he had any ties to the Mormons in Fremont County.

Any help appreciated,

Karren A.
