Karl Carlsson policeman in McGregor 1885

When Mareth Högberg's husband died in Dakota Co, MN in 1885 she asked her brother in McGregor, Clayton Co, IA for help. He was a policeman in McGregor, so I'm sure the family lived there as suspected even though a helpful person couldn't find anything in census records. Her only brother that I know of was named Karl and was born in 1864. I assume he went by either Carlsson or Elsberg, but I am leaning toward Carlsson/Carlson. Another sister was named Sigrid and born in 1860. Parents were Görn/Goran Carlsson Elsberg b 1818 and Brita Olofsdotter b 1826. They left Sweden for McGregor in Apr of 1870. Does anybody have access to policeman records? I will be ordering census records myself to see if I can spot something. Thanks for any help.
