Pomeroy Band and "Tuba Day"

My grandparents lived in Pomeroy until about 1937(?) - my grandfather was in a Pomeroy concert Band and played the tuba. I was researching a few months ago and found a website telling that there used to be a "Tuba Day." Because of health problems with cancer (newly discovered, I apparently did not bookmark that information. Can someone please help me locate the information about Pomeroy Band's "Tuba Day"? thank you - the family name was Bretthauer. If you know anything about my relatives named Bretthauer, I would like that info, too.
