Perhaps you are correct that Mary Tignor was the mother of Katherine Hughlett. But I believe that Thomas Hughlett was married to someone named Margaret, who died before 28 Nov. 1698, when Thomas married Mary Tignor. It seems that Katherine was born around 1690; so Margaret would have to be her mother. Let me know what you think.
