The 1930 census shows a Frank J. Howard age 46 born in Ohio with parents born in West Virginia, living in Dongeal Twp., Washington Co., PA. Also listed is wife Ellen M. age 43 born in Pennsylvania as were her parents. It also shows they were married ca 1905. Also listed are Francis S., Oscar age 16, John Henry, Margaret, Paul, Sarah and Zachary.

The 1920 census is similar only it shows sons Andy and Earl and daughters Grace and Hazel. The 1910 census is also similar.

Franklin's WWI draft registration shows him as John Franklin Howard born Jan 27, 1884, living in Claysville.

The 1900 census shows a Frank Howard born Jan 1885 as the son of Charles and Laura living in Royalton, Fairfield County, OH. This may or may not be him, but it is a good place to start.

You can look at some of these records for free at labs.familysearch.org and Ancestry.com. To look at those that require a fee check with your local libraries to see if they have Ancestry or Heritage Quest.

If you know the death dates of the people you are looking for I suggest getting their obituaries and death certificates.
