I'm uncertain of James' parents without reviewing my records on the above counties, but he is clearly not a son of George and Elizabeth.

Coming from East VA, however, I suspect he comes from George's brother, John Holloway of Caroline, VA. If your James belongs to this John, b. 7 Dec 1701 in Charles Parish, you descend from David Holloway and Elizabeth Matthews of the same county.
