Hi Diane, it's nice for responders to post within the forum (rather than send an email) so that other seekers, perhaps at a later time, can also be helped by the responses.
Yes there are many HOFFS from Norway! Go to this link, below (Norway-Heritage Passenger Lists and Emigrant Ships), and search on "Hoff" to get an idea of a few who immigrated.
I did not find "your" John Earl Hoff, senior, but the list is not complete:

The Norway Heritage link above has a free forum in which expert volunteers can track down your ancestor (if anyone can, that is!).
I hope you'll post there. Be sure to give them the various immigration dates AND the source of the information.
Be sure to give them the various birth years AND the source of each. State each census year and each place (birth years 1860-1865) and death record (birth 1855?). Include town, county, and state in your place name.
Be sure to state the birth MONTH as well as birth year when citing the 1900 census.
If you have a DAY and month of birth (from a marriage or death cert or obit), way helpful! Be sure to tell the Norway Heritage folks.
They'll try to find his exact immigration (Norway record matching with US immigration record). I'll look too.
Since he married in Vancouver, he might have immigrated to Canada rather than USA.
The name "John" could be "Johan" in Norway, or "Hans" I suppose. I'm not sure about the name Earl...that's not Norwegian. Point is, you are no doubt aware you'll belooking for a different name - a Norwegian equivalent.
You seem to imply that John Earl Hoff, senior, is the only person of his family (parents, siblings) who immigrated? Is that right? Or perhaps you're not sure? Be sure to state that in your post on Norway-Heritage.
Are you sure the father's first name initial is M? I ask because John didn't name any of his sons with a name starting with M, which would be traditional Norwegian naming practice. However, many immigrants focused on assimilation and dropped some of the old customs.
So...that's not an answer for you, but hopefully can help you give the Norway-Heritage people the information they will request.
