I believe you are on the right track with Charles.
WWI draft card shows Charles William Hilton, 2320 Jackson, Joplin, Jasper Co MO.born April 14, 1878, aged 40.He was a miner, medium height, slender build, gray eyes, black hair.Nearest relative: Maud Ellen Hilton.
As you mentioned in 1920 he is in Sheridan, Sheridan Co, Wyoming:
