Because of the Hanover location it would be more reasonable to believe that it was the Hanover George related to Alexander Spottswood Henry.
The other George was probably the son of Thomas who was the brother of George who was married to Deborah Borden heir of the Borden Grant.
I'm fairly certain that their father was the Thomas who married ( or more probably merely co-habitated ) with the Widow Baird.
This Thomas had been the captain of a merchant ship from up North but is usually confused with the Thomas from up North who was killed by Indians.
These folks are not my line's, but I have noticed much about them during my research of the Henry's of the Catawba NC region, because Thomas brother of George was confused by location with Thomas b. 1719 in N. Ireland and buried near Gaston in Lincoln County N.C.
It was Thomas the brother of George who was in Frederick county and Franklin Co. that the Routh family records mistook for Thomas b. 1719.
Apparently (although far from being proved) Thomas b. 1719 also had a brother named George who was one of the Regulators.
What I have stated above should be interpreted as unproved theory and definitly requires much more research.
