http://www.familysearch.org has William Heath (born about 1682, Surry County, Virginia-died 8 November 1745 in Surry County). His pedigree is: Adam <William <Sir Robert Heath (born about 1590).

The Web site has five English individuals named "Robert Heath" and born between 1588 and 1592. The pedigrees of none are given.

http://en.wikipedia.org has Sir Robert Heath (1575-1649), Attorney General of England and founder of North Carolina. Neither his pedigree nor his descendants are given.

English tradition is to give the eldest son the name of his father. It is not unreasonable to investigate the possibility that William Heath (1682-1745) shares a common ancestor in Robert Heath (born about 1503) with Sarah Heath Palin.
