The two entities seem to be located in the same area of NW Washington, DC, according to maps obtained by Googling the two full names (surrounded by quotation marks). Most of the Hearst elementary schools, nationwide, seem to be in honor of the mother of William Randolph Hearst, whose maiden name was Phoebe Elizabeth Apperson and who like her husband George was a Franklin County, Missouri native, each parent's family having South Carolina roots. [In fact her twin grandsons returned to Whitmire, the town named after her mother's family in Newberry County, South Carolina, for its sesquicentennial celebrations some seventy or so years ago.]
If you check out the biography on her at wikipedia, a source which is criticized but is usually informative if not ever-perfect, at http://en.wikipedia.org/wiki/Phoebe_Apperson_Hearst you will see her strong connection with elementary schools and public schooling. Thus it is quite possible that the schools were named in honor of a lady who through her efforts during life earned such honors, and without any direct Hearst involvement. However it would be surprising if the the DC school were named for some other Hearst other than her husband (or much less likely, father-in-law U.S. Senator George Hearst), in light of William Randolph Hearst's congressional service and public prominence. However Googling the names does not yield (yet) any of the specific details you seek.
Check with the city or district authorities and you might learn these answers to these more mundane issues.
