If you can access ancestry.com, check out the 1850 census for Northampton Co., PA (copy and paste the url below):

http://search.ancestry.com/Browse/view.aspx?dbid=8054&path=Pennsylvania.Northampton.Allen.27&fn=Vincent&ln=Hardley&st=r&pid=4774204&rc=&zp=75

His mother's name was probably Rebecca, b. abt 1827, in PA. Her children would appear to be Samuel and Vincent. She is in the same household as either David or Daniel Hartley, b. about 1807 in PA. I cannot tell if he would be her father or husband. Also living there (besides the two younger boys) are John and Tom, probably from David/Daniel's first marriage.
I would check Northampton marriage and probate records for this family. Marriage records would establish whether David/Daniel married a much younger Rebecca or whether she may have been the wife of one of his son's (unlikely). And it would also establish the maiden name of Rebecca. Vincent may be mentioned in the will of his father.
Good luck.
